Phoenix Grass Removal Incentive Projects

The City of Phoenix pays non-residential customers $2 per square foot of grass removed and replaced with low-water desert landscaping. HOA and multifamily common areas, commercial properties, industrial sites and schools can qualify. Pro Turf builds conversions across Phoenix and helps you through the steps that trip most applicants up.

Phoenix, Arizona

How Phoenix's non-residential grass removal program works

Phoenix pays $2 a square foot to lose the lawn nobody uses. That's a pretty good trade.

The minimum is 1,000 square feet of live grass. Applicants must take part in the city's Business or HOA Water Efficiency program, and a Civil Landscape (CLS) permit is required before applying. The landscape plan must be prepared by an Arizona registered landscape architect and submitted to the Planning and Development Department. Work can't start until the Water Conservation Office issues a Notice to Proceed, and grass removed before then doesn't qualify.

Once approved, the conversion must be finished within six months of the Notice to Proceed and use an automatic, permanent drip irrigation system. Plants, landscape materials, installation labor and drip conversion costs are eligible. Payment comes by check, may take up to 60 days, and funds are first come, first served. The grass can't be reinstalled while you own the property.

Many Phoenix properties pair this with irrigation repair in Phoenix and tree trimming in Phoenix, so one team handles the whole property.
