Chandler HOA and Commercial Water Rebates: Grass Removal, Smart Controllers and Monitoring

The City of Chandler runs three water rebates for multifamily, HOA and commercial properties: a large-landscape grass removal rebate, a smart controller rebate and a water efficient technology rebate. Here's how each Chandler HOA rebate works under the policy in effect January 1, 2026, and how to stack them.

Large Landscape Grass Removal rebate

Chandler reimburses 25% of the landscape replacement cost, up to $20,000 per property, with one rebate per year. It's open to multifamily, HOA and commercial customers who consistently irrigate grass. Flood-irrigated areas are excluded.

  • Convert at least 5,000 square feet of living grass, unless you remove all remaining grass on the property
  • Use plants from the Phoenix AMA low-water-use list reaching at least 50% canopy at maturity
  • Top dress with granite at least two inches deep
  • No black plastic, fountains, pools or other water-intensive features in the conversion area
  • Artificial turf is reviewed case by case, can't exceed 1,000 square feet and can't have sprinklers
  • Finish within 90 days of the Notice to Proceed

Don't overseed, remove grass or shut off working irrigation until the city's review is complete. Request a pre-application meeting if you're unsure what qualifies.

Large User Smart Controller rebate

Chandler pays 50% of the cost of a WaterSense weather-based irrigation controller, not including tax or installation, up to $3,000, for up to five controllers. The property can't have received a smart controller rebate in the past five years, and the controller must be bought within a year of applying.

Applications need a receipt, a photo of the installed controller and a screenshot of the watering schedule from the controller's app.

Water Efficient Technology rebate

For larger upgrades, Chandler covers up to 50% of technology with real-time water monitoring, an online platform with usage alerts and proven water reduction. Irrigation control systems with a controller, master valve and flow sensor can qualify. Apply with a scope of work and cost estimate before installation. After a pre-inspection and Notice to Proceed, the project must be completed within 90 days.

Putting it together

Most Chandler properties get the best result by converting unused grass first, then putting smart controllers and flow monitoring on the turf that remains. Pro Turf handles grass removal in Chandler and irrigation repair and upgrades in Chandler, including the photos and documentation the city asks for.

Confirm current terms with Chandler's Water Conservation Office at conserve@chandleraz.gov or 480-782-3583 before you budget.
