Scottsdale, Arizona

Scottsdale's exterior lighting policy

Scottsdale likes its stars visible. Your landscape lighting can glow without competing with them.

The City of Scottsdale's Policy for Exterior and Site Lighting says designs must minimize glare and light trespass and maintain dark skies, using full cut-off fixtures, mounting heights and shielding. It limits light trespass, measured six feet above grade at the property line, from 0.1 footcandles in the darkest environmental zone to 1.5 in urban, pedestrian areas, with zone locations subject to Development Review Board approval. Lighting submittals list each fixture's lumens and color temperature.

Landscape lighting gets its own guidance: it should only accent landscaping, point away from property lines and use fixtures with extension shields. In the Environmentally Sensitive Lands overlay, lighting must be shielded and directed downward. Architectural lighting is meant for the pedestrian scale and special features, and the policy notes that state law prohibits mercury vapor lighting. We design new systems and LED retrofits with those rules in mind, so a lighting upgrade doesn't turn into a redesign.

Many Scottsdale properties pair this with landscape maintenance in Scottsdale and exterior construction & capex in Scottsdale, so one team handles the whole property.

FAQ

Exterior Lighting in Scottsdale: common questions

Does Scottsdale allow tree uplighting?

Scottsdale's policy says landscape lighting should only accent landscaping, point away from property lines and use fixtures with extension shields. In the Environmentally Sensitive Lands overlay, lighting must be shielded and directed downward, so we design differently there.

What's the light trespass limit in Scottsdale?

It depends on the environmental zone. Scottsdale's policy limits light at the property line, six feet above grade, from 0.1 footcandles in intrinsically dark areas up to 1.5 in urban, pedestrian areas.

Can you retrofit older fixtures to LED?

Yes. We retrofit older fixtures to shielded LED, which also retires any mercury vapor lights, a type the city's policy notes is prohibited by state law.
